Please make sure that data connection is available and retry after sometime. If the problem still persists, restarting your system may solve the same. If you encounter this message even after restarting the PC and if the dial-up connection is active and working properly, then may be the "Internet Connection Sharing" is disabled in that computer by system administrator. Enable the same and try again.
